Yeah it's a pain. Use a high capacity weapon, mauser pistol with express ammo. Level 3 dead eye, find three armed townsmen in close capacity, valentine. Mock them or aim your weapon. Make sure your dead eye core is full. Go in to dead eye when they've equipped their weapon and manually shoot at their hands.
