To fully reset it, you have to manually delete the "Saves" folder in the servers "Zomboid" folder to delete the map, then change the ServerID and PlayerID in the servertest.ini (so players will have new characters on the server) Then you just launch the server again, and it will create a new map since the last one was deleted. Just add -Dsoftreset to the startup script and it'll be done. It does take about an hour if the map is fully explored, though. Do zombie corpses actually despawn after a while if zombie respawn is enabled? Because i'd imagine it would get insane if the bodies kept piling up. #1.

I could see there being merit to allowing more options for resetting the world map. With a couple toggles, you could allow all structures, including play-made, to be reset to original status. With another you could reset all zombie populations. Another could toggle all loot, etc.
