On the old computer: Copy FFXIV game folder to external HDD/USB. Copy FFXIV's settings folder (X:\Users\<UserName>\Documents\My Games\Final Fantasy XIV) to external HDD/USB. Open FFXIV launcher, go to the cogwheel icon and do Export Settings. Move or save this file to external HDD/USB.
