If you turn the key and nothing turns on and the batt voltage stays the same, you probably have an open circuit caused by a missing connection. Check your ignition switch. What you have your leads to in the last pic is your starter relay and you are testing two positive termainals, hence 0V.
With that wire disconnected from the power-pack, connect one lead of the ohm meter to the end leading from the ignition switch with the other lead of the meter to any power-head ground.
