You can't one hand crossbows period - they are two handed weapons. You can one hand hand crossbows which are different than light/heavy crossbows. Loading and ammo tags don't do anything in bg3. There is one handed HAND crossbow and two-handed LIGHT crossbow. You can dualwield first one, not the latter. The proper way to do 2 hand crossbows is 20 or 22 dex, acerbic ring, justiciar gauntlets, psionic overload, sharpshooter, and either 12 fighter (archery style) or 4 thief and 5-8 of another martial for 4 attacks, but if you really want to break it, go Swords Bard to 8 and use slashing flourishes to shoot the main hand weapon 4x.
