There are differents options. You can take Bus #152 or #59 in Santa Fe ave. all the way down to Maipu station. You can walk to Retiro station and take the regular train to Mitre Station and there change to Tren de la Costa.

Buenos Aires is the most European city of South America. Other than the usual travel precautions which you would use in any large city, I find BA to be far safer than Lima. I have been in Lima for short visits each year for the last 4 years and I still don't feel safe there except for a couple areas of the city. Just north of Buenos Aires' centre there's a place called Tigre which is really calm, tranquile and nice. The Rio de la Plata runs through it and you can go on boats in the river and see the little town. You can catch a train from Retiro station that takes you directly to Tigre in an hour or so.
