The current version is U9. If the mod does not say it works for U9 it is very likely not going to work. If using vortex , try use manual installs instead. This will help you determine if the issue is related to vortex or something else. Double check you have placed the mod in the correct directory. Iv'e thought about this too, I know of a roundabout way of doing it. You can change the burstRPM for the individual blasters in the outer rim in the json files for each blaster you want to modify. Or just make the lasers move slower. If there is a way to do that please let me know.
