Be sure to use the Reshade version which supports Addons (so the unsigned version). When you start your game, the Addons tab in the Reshade gui should show the ReshadeEffectShaderToggler information and controls. Open up Reshade, and it should automatically open up all the filters. I don't remember which filter it is that blurs the background, but click through the active filters to see which one causes that effect. And then if you want, go through other filters to see if you like them, most can be configured and fine-tuned.
