If the pump is sending too much fuel to the carb, the float valve will stop the flow of fuel into the bowl. If that return line isn't there, the fuel has no where to go. This could possibly rupture the diaphragm in the fuel pump...depending on the quality of the pump. If that ruptures, you have a direct fuel leak into the crankcase.

The top one goes to the return line. The return line connects to the extra nipple in the sending unit on the top of the gas tank. The lower outflow line on the filler goes to the carb. Based on these two statements, it sounds as though your return line is restricted in some way external to the tank. It is kinked or pinched. Bad body mounts can cause the fuel lines to be pinched. The reason the manufacturer went to an electric pump was because of fuel injection. The mechanical pump is easy to change if it fails, which it seldom does.

If it were mine, i would run new line from the front to the rear for both the supply and the return lines. As well as the brake line, cause once you start messing with them, they will just start leaking somewhere else.
